AUSTRALIA | High-quality aged care is crucial in supporting older Australians' right to a safe, dignified, and meaningful life.
Older people and their families must have clear, reliable information to make informed choices when selecting care services. The Aged Care Star Ratings, overseen by the Department of Health and Aged Care, aim to address this need by providing a system for rating residential aged care services. This system was implemented in response to recommendations from the Royal Commission into Aged Care Quality and Safety, which emphasised the importance of a transparent framework to compare aged care providers' quality and safety performance.
However, Iain Anderson, Commonwealth Ombudsman, has raised concerns about the effectiveness of the current Star Ratings system, suggesting that it may only partially meet its intended purpose.
The Ombudsman noted that while star ratings offer a quick reference for care quality, they may need more depth to convey essential details about compliance and overall service standards.
"The symbol of a 5-star rating is powerful and often associated with high quality," the Ombudsman stated, highlighting the potential gap between public perception and actual service quality.
One issue identified is that the Star Ratings system does not incorporate all non-compliance information. Only when formal regulatory notices are issued by the Aged Care Quality and Safety Commission does non-compliance impact a provider's compliance star rating. This leaves room for certain unresolved compliance issues to be unreflected in the rating, which could potentially mislead those relying on these scores to assess care quality.
Additionally, the technical nature of the Star Ratings can make it challenging for families to interpret service standards without navigating multiple resources or understanding complex terminology. The Ombudsman has encouraged the Department to explore ways to simplify and enhance the clarity of star rating data to better align with the expectations and needs of aged care consumers.
With an independent review of the Star Ratings system and legislative updates on the horizon, the Ombudsman's office remains committed to monitoring these changes and advocating for improvements that uphold transparency and ensure meaningful, accessible information for the public.
